Monetary Value of the Proposal

The mandatory two step process required by the City in complying with Arkansas Statutes entails review of the Response for being "responsible" and for responses found to be "responsible", the City would then open a sealed envelope to consider the monetary value of the proposal. The Foundation's Monetary Proposal contained the same table of estimated expenditures as cited above in response to Section 8; i.e. the inclusion of the "Rock Island Railroad Bridge $4,000,000" including the footnote about the City's $1,000,000. Thus, in the words of the sealed information, the Foundation was offering that item of monetary value for "improvements to the Clinton Presidential Park that will be constructed". That is the City's Park that was to be improved.

The two step process utilizing a sealed envelope for the Monetary Value of the Proposal emphasizes that a major consideration for acceptance of any proposal was the dollar value of improvements to be made to the City's parkland asset.
